In California, the standards have been raised for motor vehicles through the California Air Resources Board (CARB). The new CARB regulations require heavy trucks that operate in California to install new (and expensive) filtering technology or upgrade to newer model trucks that come already updated. These updates needed to be implemented by January 1st, 2014. Almost all trucks (not just heavy trucks) will require these updates by January 1st, 2016. Understandably, it is estimated that up to 60% of eligible trucks in California are currently not able to meet these new CARB standards.
